Grandgent (DDP Grandgent.Par.X.35-36) cites A. Fazzi (GSLI, vol. 73, p. 112), making the distinction between an uncaused, spontaneous thought, which is what Dante is describing here, and the sort of thought he had referred to earlier ([Inf XXIII 10-11]): 'Just as one thought issues from another, / so, from the first, another now was born').
