Commentary Inf XXXII 37-39

This first group of sinners (we will learn eventually that there are four groups, each in a somewhat different posture) has their heads facing downwards. Their mouths clatter with the cold, their eyes run with tears (as we shall find out, that is a better condition than that enjoyed by those lower down in the ninth Circle). We are in Caïna, named for Cain, the first murderer (of his brother Abel).
